What size boat do I need for safe ocean fishing?

I have recently been able to do a bit of fishing in rivers and lakes around Bendigo from a boat, but would like to get some done off the beaches in Torquay. I was wondering what size boat (mainly hull) do you need to do this safely? Also, do rivers flowing into the ocean have any particular rules about them, i.e. must you have flares, etc? Whereas you don't need them on an inland river. Thanks for any help, Tim.
