Snapper help needed

I am new to snapper fishing. I have been using a running sinker rig. Small ball sinker with a 4/0 and a 2/0 as a keeper. I have been catching garfish and using them fresh as bait. I use a half a gar each time. I have been fishing between 6m and 16m of water from Ricketts Point to Black Rock. Fishing 2 hours before dusk and 1 hour after. In the shallower water I am constantly getting small bites. These are little pinkies because I catch one sometimes. In the deeper water it's one flathead after another. How do the bigger fish get a chance? Am I doing something wrong? While I love just being out on the water I would like to think I was doing the right things to get a snapper. Any help appreciated.
