Fished the Docklands recently, to my horror saw 3 guys catching a lot of very very small bream, some sardine size, they kept every single one!!!!
      They drive a white van NXB 830, I phoned Fisheries Victoria to report them once I found a phone, I hope that they got busted.
      If you see these guys and you want our children to be able to fish, report them. Fishing does not need scumbags like them.
