Is it lack of education or just plain selfishness?

Driving to work Monday 8th October along Beach Road Sandringham. Looked out to my left to see an Asian man (no racism or offence intended) fishing alone with no less than 6 rods! I don't know if it's lack of concern, education or just plain selfishness, but this type of behavior happens too often. It's just not on!!! Frustratedly yours, J.Child.
