There is an enforcement problem

Alex writes:

On 17 March I went to Station Pier. There is a new type of fishing there - catch and release, i.e. catch small undersize pinkies and release them into the buckets! They also were released to the plastic bags, boxes, under tackle boxes, in the boots of the cars, etc. This is a disgrace!
Most of them were not small kids but grown men. Where are the Fisheries Officers? There is no control whatsoever! Only few people caught and released fish into the water. Fisheries Officers should visit Station Pier more often. For seven and a half years of fishing in Melbourne I have never met one of the Fisheries Officers, and I am a land-based fisho.
We are paying our fishing licence fees and expect that the fish stock should be
protected.
