VicRoads systems make getting a boat licence difficult

Legislative requirements and rules are great offering protection for everyone and every critter. But it's the lack of support for these rules from the bureaucrats getting my goat. After 3 attempts calling VicRoads to make an appointment to sit for a boat licence I have got jack!!! There reply is "sorry the computers are down please call back later."
After the 3rd attempt with the same reply given, I asked if they could take my contact details and call me back when everything is up and running. There response was that they cannot do this.
You try to do the right thing and no support. So what is my predicament, well I'll write back when I get caught for not having a boating licence. I will not grovel to sit for a licence and I sure as hell won't call back as most likely it's now engaged after I told her what she could do with the phone.
I dare not ask how many other people have been frustrated by VicRoads in attempting to sit for this test.
For a sport that's suppose to be relaxing, especially for a pretty lazy guy, my short and curlies have been tugged at one too many times and a can of whippass is begging to be opened.
VicRoads get your **** in order!!!
