So, where are the inspectors?

After reading nearly everything on this site, the one thing that seems to stick out the most is the amount of people that have claimed to have paid $20 for a fishing licence, so where are the inspectors? I happen to agree. Just have a surf threw the Shame Files and you will see what I mean. Hey, mayby there is something in this. Now this is where my story ends because it will only get nasty if I go on any further with it. Have you heard the joke about the government that raised revenue through licencing and promised to spend it on policing, etc.?... Well you have now.
