Undersize snapper taken at Patterson River

I ventured down to Patterson River the other day to see the conditions for boating but it was too rough. Standing at the mouth I saw young people fishing and catching undersize snapper. One fellow caught three and proudly displayed them on the footpath. I did not approach him because he was bigger then me, and I could not report it as I have no mobile phone. How can fish stocks survive when we have people like this?
